CLAT Reservation 2027 Category-Wise Quota in NLUs Explained

CLAT Reservation 2027: Category-Wise Quota in NLUs Explained

S SWARNIM • 10 Oct 2026 • 19 min read • 28 views

You type in your name, your Class 12 scores, and your exam city. Then the form asks about your category, and you pause. Is it the same 27 percent OBC across the board? Will an EWS certificate work the same way at every law school? What if the NLU you want is in a state you do not live in?

If this feels familiar, you are not alone. CLAT Reservation 2027 is not run from one single rule set. Each National Law University posts its own seat chart. Small changes in those charts can shift what feels possible for you.

Also note the dates. Registration ends on 31 October 2026. The exam is on 6 December. Timing can matter here. In this guide, you will find the category based quota at NLUs in simple terms, with actual figures, a few worked cases, and steps you can take right now.

Why There Is No Single Reservation Rule in CLAT

CLAT is a single test. Still, it feeds 26 member universities. NLU Delhi is not part of this system. It conducts AILET on its own. Most NLUs came from state laws. So each one works under its own act. It also follows that state's reservation rules. The final approach depends on the decisions of each university's governing body.

The CLAT consortium takes your application one time. It also notes your category and your home state status. But seat assignment happens later. Each NLU uses its own seat matrix in counselling. This is why reservation by category can look different across NLUs. One site may show “27% OBC”. Another may state there is no OBC quota. Both can be correct for that NLU.

Use any online figure as a quick reference. Then verify the number in the official brochure for the NLU you plan to apply to.

How CLAT Reservation 2027 Actually Works

Seat reservations in NLUs run in three parts. After that, the seat charts feel less like a puzzle.

  • Vertical reservation: Seats are reserved for SC, ST, OBC-NCL, and EWS. In this slice, you mostly compete with people from the same category.
  • Horizontal reservation: These rules pass across different categories. They include PwD, usually set at about 5%, women, which can go up to 30% at some NLUs, home-state candidates, and wards of defence personnel. At NLSIU, the Karnataka quota is placed inside each vertical category. So a Karnataka SC student competes for Karnataka SC seats.
  • Supernumerary seats: These are extra seats added on top of the usual intake. They are for NRI candidates, foreign nationals, J and K, and Kashmiri migrant wards. At some NLUs, EWS candidates also get this option. Since they are added, they do not reduce the regular seats.

Think of a woman candidate from Karnataka with an OBC-NCL certificate. At NLSIU, she may fit under the OBC vertical category. She may also fall under the Karnataka quota. On top of that, she may qualify for the women’s quota. So one person’s profile can match more than one set of seats.

CLAT 2027 Reservation Criteria at a Glance

The common pattern looks like this. Think of it as the default setting, which individual NLUs often adjust.

CategoryCommon shareWhat to know
SC15%16% in MP, 21% for UP residents at RMLNLU
ST7.5%20% in MP, 22.5% in Odisha
OBC-NCLUp to 27%All-India at some NLUs, state-only at others
EWS10%Often supernumerary
PwD5%Horizontal
WomenUp to 30%Select NLUs only
Home state10% to 60%+Varies sharply

Use the table just to orient yourself. Do not use it to decide yet. The real setup depends on each NLU and how it is listed in that school's own matrix.

CLAT reservation for SC, ST, and OBC candidates

SC and ST: At NLSIU, NALSAR, GNLU, RGNUL, and HPNLU, the core figures are the usual 15% for SC and 7.5% for ST. In some state-run universities, the cut is adjusted based on local demographics.

NLIU Bhopal and DNLU Jabalpur use 16% for SC and 20% for ST. NLU Odisha sets SC at 16.25% and ST at 22.5%.

At HNLU Raipur, 27 of 180 UG seats go to ST students who have a Chhattisgarh domicile. So a student from one of these states may find that their home NLU has more reserved seats than what the national trend would imply.

OBC : This part is where many students get stuck. Here is a quick overview.

  • NLSIU and GNLU list OBC at 27%.
  • NLU Jodhpur shows about 21% OBC-NCL, and it also has a separate MBC quota for candidates from Rajasthan.
  • NALSAR gives about 18% for all-India OBC, plus a larger BC quota for Telangana residents.
  • WBNUJS Kolkata keeps OBC seats for West Bengal domicile only.
  • RGNUL Patiala shows no all-India OBC seats in its published matrix.
  • NLUs in Maharashtra reserve 19% OBC for Maharashtra residents.

The key point

Assume you are an OBC-NCL student from Bihar. At NLSIU, your certificate may let you take an all-India OBC seat. But in Mumbai or Nagpur, those same OBC seats are for Maharashtra residents. One certificate, different outcome.

Also, “OBC” and “OBC-NCL” are not the same. If an NLU asks for non-creamy layer status, you must submit the right certificate. It has to be in the correct format and issued by the proper office.

CLAT EWS Reservation 2027: what it takes to be eligible

EWS is meant for people who do not fall under SC, ST, or OBC-NCL. Your family’s gross income must be less than ₹8 lakh. You also have to fit the asset rules. The limits are: less than 5 acres of agricultural land, a home unit under 1,000 sq ft, and residential plots under 100 sq yards in notified towns or under 200 sq yards outside them. Just meeting the income limit is not enough.

The certificate is valid for one financial year. It is based on income from the previous year. Many document issues happen when the certificate is old or has the wrong date. So, confirm what date your NLU wants.

Seat counts are not fixed. They differ by NLU:

  • NLSIU, NALSAR, GNLU: 10% EWS.
  • NLU Jodhpur: 16 supernumerary EWS seats. RGNUL Patiala: 18 extra seats.
  • HPNLU Shimla: 11 supernumerary seats. This is only for people from Himachal.
  • NLUJA Assam: 6 seats across India and 6 seats for Assam domicile.

One practical note: do not treat EWS as a soft path. In CLAT 2026 Round 1, NLSIU’s EWS seats closed at AIR 702. That was closer and tougher than the OBC cut off at 1,018. Many EWS candidates score very high.

Horizontal and Additional Quotas That Matter

  • PwD quota: 5% across NLUs. You need a disability certificate that is valid. The Consortium has put out a PwD note for CLAT 2027 too, so check it.
  • Women quota: up to 30% at GNLU, HNLU, NLIU Bhopal, and DNLU. Other NLUs list smaller numbers.
  • Defence quota, freedom fighter wards, and ex-servicemen’s children are covered at a few state NLUs. RMLNLU, HNLU, and NLU Odisha are among them.
  • Supernumerary seats include NRI, foreign nationals, J and K, Kashmiri migrants, North-East applicants, and sports quota. At some NLUs you can also find NRI seats or seats meant for an NRI sponsor. For instance, NLU Jodhpur shows 16. NLIU Bhopal shows 18. WBNUJS shows 20. GNLU shows 16.

Domicile: The Quota That Quietly Changes Everything

This is the quota that quietly shifts outcomes. You might see a candidate get in at a rank that seems too low for a top NLU. In many cases, the reason is home-state reservation. It is also the main swing in NLU admissions.

Rough levels vary by NLU. It is about 25% at NLSIU, NALSAR, GNLU, NLU Odisha, HPNLU, and DBRANLU. It is near 50% at HNLU, DNLU, and NUSRL. It goes above 60% at three NLUs in Maharashtra. At RGNUL Patiala it is around 10%.

Look at what this means for cutoffs. Here are the closing ranks for NLSIU for CLAT 2026 Round 1 for BA LLB, as listed by education sites:

CategoryAll-India seatsKarnataka domicile seats
General101336
EWS70210,063
OBC1,0183,536
SC3,0729,719
ST5,00016,879

Same varsity. Same test. Same round. A Karnataka SC seat closed at AIR 9,719. The all-India SC cutoff was 3,072. That is a spread of over 6,000 ranks.

You see the same trend in other groups too. For General, OBC, SC, and ST, the Karnataka cutoff sits near three times or up to about three and a half times the all-India cutoff. EWS is much higher. It is around fourteen times. These figures move each year. Use them to get the real picture, not to guess your score.

There is also the domicile part. Rules are not the same for every NLUs. Some look at how many years you studied in the state. Others want a domicile certificate. Check the rule first. Do not assume you fit.

If your state has no NLU, then all-India seats become the key option. That is why the all-India category cutoffs at places like NLSIU, NALSAR, and GNLU matter most. Changing states just to get domicile is not an easy win. Plan based on what you can actually claim.

AIR and Category Rank: a frequent mistake

Many sites show cutoffs as the All India Rank of the last student who got a seat in that category. It is not the rank inside the category. So if you read “SC: 3,072,” match it with your AIR. Do not compare it to where you stand among SC candidates.

NLU seats by category: a short overview

This is what the NLU reservation plan for 2027 looks like at the main universities. The numbers come from the UG matrices that Careers360 published. The list was updated on 8 September 2026. Details are also from the NLU brochure pages. Seat counts may change later. Please double check on consortiumofnlus.ac.in before you set your final plan.

How to Read a Seat Matrix in Five Minutes

  • First, add the total intake. Then see how that intake is divided into all-India seats and state seats.
  • Next, look at the categories that fall in each pool. Note that "SC all-India" and "SC state" are not the same set of seats.
  • Then, check the horizontal quotas. See if they work within a category or if they cover the full intake.
  • After that, find any supernumerary seats. These are outside the usual number.
  • Last, read the footnotes. Rules on domicile and certificate terms are often placed there.

Where Your Home State Helps

  • Uttar Pradesh: RMLNLU Lucknow, RPNLU Prayagraj
  • Bihar and Jharkhand: CNLU Patna, NUSRL Ranchi
  • Madhya Pradesh and Chhattisgarh: NLIU Bhopal, DNLU Jabalpur, HNLU Raipur
  • Maharashtra: MNLU Mumbai, Nagpur and Aurangabad
  • South India: NLSIU, NALSAR, NUALS Kochi, DSNLU Visakhapatnam, TNNLU Tiruchirappalli
  • Rajasthan, Gujarat, Punjab, Haryana, Himachal: NLU Jodhpur, GNLU, RGNUL, DBRANLU, HPNLU
  • North-East: NLUJA Assam, NLU Tripura, NLU Meghalaya

What Changed in 2026: WBNUJS and NLU Meghalaya

In the first week of September 2026, the Consortium shared two updates.

At WBNUJS in Kolkata, the earlier OBC-A and OBC-B options for West Bengal students were dropped. They now use one OBC (West Bengal) option for both UG and PG.

At NLU Meghalaya, new category options were added for local groups, including Khasi and Jaintia, and Garo. It also added options for other SC and ST candidates from Meghalaya.

If you already filled your form under the older category, you need to update it.

Go to your CLAT account, choose Edit Application Form, then select the NLU again. Answer the domicile question, choose the new category, and then submit.

You must do this by 31 October 2026.

CLAT Reserved Category Eligibility: marks, fee, documents

For CLAT 2027 UG, the key points are below.

  • Marks: General and OBC: 45% in Class 12, SC and ST: 40% in Class 12, For PwD, follow the exact wording in the notification, since portals may vary.
  • Age: There is no upper age limit.
  • Fee: General: ₹4,000, SC, ST, and BPL: ₹3,500
  • Documents you may need: SC/ST certificate, OBC-NCL certificate, EWS certificate, Domicile certificate, PwD certificate, BPL certificate.Use only the documents that match your category.

Before you hit submit, pause and answer these five quick things:

  • What certificate do you truly have? SC or ST, OBC-NCL (either central or state), or EWS?
  • Is it still valid, and does the date fit the requirement on the NLU side?
  • Do you also have a domicile certificate, and which NLUs take it?
  • Do you need to select PwD or BPL on the form at all?
  • Does the category you type match the same category on your certificate?

Before you upload files, verify each certificate using three checks:

  • The type is right, like OBC-NCL only, not plain OBC.
  • The issuing authority is the correct one.
  • The validity dates are within the required period.

Also, make sure your name and other details match your marksheet word for word. During admissions, universities verify documents. If something does not match, it can affect your seat. Keep the original papers and make sure your scans are clear.

Three students, three plans

Note: these are only examples. They are not forecasts. They show how category and home state can shift the plan.

Ananya is OBC-NCL. She is from Lucknow. Her certificate is valid for all-India OBC seats at colleges such as NLSIU and GNLU. If her rank is strong, she can try the top set. If her rank is moderate, NLU Jodhpur may fit better. RMLNLU and RPNLU can work as safer picks since UP OBC seats are there for home candidates.

Rohit is EWS. He lives in Patna. First, he needs the right certificate for the correct financial year. After that, he checks all-India EWS choices like NLSIU, NALSAR and GNLU. He can also look at extra EWS seats at NLU Jodhpur and RGNUL. He should also consider CNLU Patna since it offers a home option in the Bihar style.

Tanya is ST. She is from Raipur. She can target all-India ST seats. At the same time, HNLU Raipur can be a solid safety. That campus has 27 Chhattisgarh ST seats. Even so, a student in her place should still aim for the best AIR possible, since a higher rank helps across every list.

Smart ways to use your category in your CLAT plan

At TCM Education, we see categories as a tool, not a quick fix. Used well, it can shape your choices.

  • First, begin with your home state. Write down the NLUs in your state and go through their matrices first. Seats under domicile often shut later in ranks than seats that are all-India.
  • Next, split your list into two parts. Put NLUs in one column where your certificate gives you all-India access. In the other column, list NLUs where the benefit is tied to domicile. The first column is your main route. The second column is an extra value.
  • Then, study the cutoffs step by step. CLAT 2026 counselling had five rounds, and closing ranks moved each time. Use the last-round rank as your base, add some buffer, and keep one fact in mind. Last year was useful, but it does not guarantee the same result this year.
  • Also, do not ignore open seats. A reserved-category candidate with a strong rank can still aim for open seats. Keep your goals bigger than only what your category cutoff suggests.
  • Create a three-level preference order. Add reach options, solid options, and safer options. Keep some NLUs in the list where your certificate truly helps.
  • Start sorting your documents now. Certificates take time. Submit them before the exam. Waiting until after the result is risky.
  • Use mocks to steer your next move. Check where your mock marks would place you in your category. If it falls close to last year’s cutoff for a target NLU, you can gauge how much more you need.

In the end, rank is what decides. Your category helps pick the doors you can ask for. Your score decides which door actually opens.

What to Expect in Counselling

After you get your result, you sign up for counseling. You also share your NLU choices. Then the seats are given out in rounds. The process uses your rank, your category, your domicile eligibility, and the order you listed your preferences.

One bit is easy to miss. Put your options in the order you truly want. Do not list them based on what you think is more likely. Also, do not lose focus when a round ends. Cutoff levels can change when students leave or drop out. That means later rounds can shift in ways you did not plan for.

The Next Few Weeks

  • From now until 31 October, you need to submit your form. Re-check your category and domicile details. If you are eligible, also make the WBNUJS or NLU Meghalaya edit.
  • In early November, look for any new EWS or OBC-NCL certificate. Make sure every document is clear. Fix any mismatch in names.
  • In November, take full-length mocks each week. Compare your scores with the cutoff levels from last year for your target NLUs.
  • On 6 December, from 2 PM to 4 PM, you will take the exam. It is offline and uses pen and paper.
  • After the result, counselling starts. Last year, it went through five rounds. More than a hundred seats were still empty after the fifth. So stay careful even after Round 1.

People spread claims about NLU admissions, and some students lose out.

Myth: “Reserved seats have very low cutoffs.”

Reality: Not in the top round. NLSIU’s SC cutoff was AIR 3,072 and its ST cutoff was AIR 5,000 in Round 1. Even that is still a position among the best few thousand in the country.

Myth: “Domicile is only where you live.”

Reality: That is not always how it works. Some NLUs ask for years of study in the state. Others ask for a specific kind of certificate.

Myth: “My caste certificate will work in every state.”

Reality: A state OBC certificate may not open the quota in another state. Many NLUs also want the non-creamy layer certificate.

Avoid these other errors too.

  • Assuming 27% OBC applies everywhere.
  • Treating EWS as a simple shortcut.
  • Forgetting the September changes for WBNUJS and NLU Meghalaya.
  • Waiting for the result before you start collecting documents.
  • Trusting a forwarded table instead of the official brochure.

Backing up your prep? Avoid copying your CLAT assumptions

Lots of CLAT aspirants also track IPMAT, CUET, and CAT. Each test has its own setup. Most central schools and IIMs use the central reservation style. NLU Delhi, however, uses a different table through AILET. So even after you get familiar with the NLU Delhi pattern, go through each brochure again. A benefit for one exam cannot be treated as a given for the next one.

Frequently Asked Questions

Is there one reservation plan for all NLUs in CLAT 2027?

No. The shared central pattern is often the same. It is 15% SC, 7.5% ST, 27% OBC-NCL, and 10% EWS. Still, every NLU has its own matrix.

Does NLU Delhi use CLAT reservation?

No. NLU Delhi takes admissions through AILET.

Can I use EWS and OBC at the same time?

No. EWS is for people who do not fall under SC, ST, or OBC-NCL.

Can I change my category after I submit the form?

Assume it stays fixed. The Consortium says details for the program and reservation cannot be changed after submission. The only exceptions are specific notified edits, like the WBNUJS and NLU Meghalaya update. Check the portal for the latest instructions.

Is EWS reservation offered in every NLU?

Yes, but not in the same way. Some NLUs keep a fixed share for EWS. Others create extra seats for EWS. A few NLUs only allow EWS seats for people from their own state. Look at the brochure for each NLU.

Can an SC, ST, OBC, or EWS candidate take a general seat?

They can, as long as their rank is high enough. These candidates may also win open category seats through merit.

Does reservation ensure admission?

No. Even with reservation, you must still have a strong rank. You also need the right documents. And your choice list should be well planned.

Where should you check the final seat matrix?

Go to consortiumofnlus.ac.in. Also check the official brochure of every NLU.

Conclusion

Know what you are aiming for, then keep going past the deadline

Reservation is not a trick. It is a system meant to make law school seats more reachable, but it works best when students read it well. Too often, strong applicants lose good options because they rushed a form or relied on a chart that was not quite right. Once you understand how it is set up, you can handle the state rules and avoid the common mistakes that trip people up.

You have roughly three weeks to register, then about eight weeks until the exam. Confirm your category. Get your certificates in order. Make a short list of the NLUs you want, then put your full effort into the prep.

If you want support matching your category and your place of residence to a practical NLU list, or you need a clean plan for the last weeks before 6 December, the TCM Education team can walk you through it. If you are doing CLAT only, or you are also considering IPMAT, CUET, or CAT, having a mentor can reduce costly guesswork. Rules can differ for other exams as well, so check their eligibility details separately.
